Services are provided to newborns through three year olds based on their needs as determined through a multidisciplinary evaluation by NYS approved evaluators. Eligible children receive services via an Individualized Family Service Plan developed with input from the parents, NYC EI program staff and other team members. The municipality arranges for providers to deliver authorized services. All EI services are provided at no out of pocket costs to parents although health insurance may be accessed for reimbursement. EI only reimburses for EI services only; it does not pay for day care or other fees charged by child care settings or community locations.

In addition to the therapies, an experienced service coordinator assists the family to advocate effectively for its child, navigate the early intervention system, obtain all necessary services and transition to Department of Education services when appropriate as the three year old child ages out of the EI model. Jumpstart has service coordinators who speak a variety of languages including English, Spanish, Yiddish, Hebrew and German.
